Resolution Number 22-1 (Relating to VAC Employee Compensation)

WHEREAS, the Veterans Assistance Commission of Sangamon County (VAC) is an independent unit of local government under the Illinois State Constitution (Article VII, Section 1) and subordinate legislation therein (305 ILCS 5/2-14);

WHEREAS, the VAC budget is determined by the Illinois Public Aid Code (305 ILCS 5/12-21.5) per the Military Veterans Assistance Act (MVAA)(330 ILCS 45/9) in concert with the Illinois Counties Code (ICC)(55 ILCS 5/5-2006);

WHEREAS, the MVAA orders the County to dispense funds which “…properly compensate the officers and employees…” (330 ILCS 45/10);

WHEREAS, the MVAA requires that VAC employees are compensated under established county salary guidelines (330 ILCS 45/10);

WHEREAS, the VAC has demonstrated to the Sangamon County Board that a gross disparity in compensation exists as compared to relative VACs and State VSOs;

NOW THEREFORE BE IT RESOLVED, the VAC Compensation Rates shall be:

  • Superintendent (VET001) – Senior Management, Grade 17;
  • Assistant Superintendent (VET002) – Senior Management, Grade 14;
  • Senior Veteran Service Officer (VET003) – Middle Management, Grade 11;
  • Veteran Service Officer (VET004) – Grade 9:
  • Associate Veteran Service Officer (VET005) – Grade 6;
  • Executive Administrative Assistant (VET006) – Grade 8;
  • Administrative Assistant (VET007) – Grade 5.

BE IT FURTHER RESOLVED, the entry-level position for office administration within the VAC shall be established as Administrative Assistant (VET007), Grade 5, beginning at the “Minimum” rate of the County Pay Scale, unless such candidate possess a Bachelor’s Degree or greater in a relevant field, or has established a work history of 20 years in a relevant field, whereas the starting wage should be “Mid Point” on the County Pay Scale. The Senior Administrative Assistant (VET006) shall be appointed at the sole discretion of the Superintendent with only one person occupying this position at any given time.

BE IT FURTHER RESOLVED, the entry-level position for Veteran Service Officers within the VAC shall be established as Associate Veteran Service Officer (VET005), Grade 6, beginning at the “Minimum” rate of the County Pay Scale, unless such candidate possess a Bachelor’s Degree or greater in a relevant field, or has established a work history of 10 years in a relevant field, whereas the starting wage should be “Mid Point” on the County Pay Scale. Upon completion of 1 year of employment along with graduation from VSO accreditation, the AVSO should be promoted to the rank of Veteran Service officer (VET004) at the discretion of the Superintendent. Should this employee be rated as a “Mid Point” employee, this status shall laterally transfer with the promotion of position.

BE IT FURTHER RESOLVED, the VAC Board of Directors, along with a quorum of voting members present, approved this Resolution on October 19, 2022, during the regular, public meeting held on the same date.
